Allows qualified organizations to apply for an unlimited number of small and large raffle licenses.

Limits each location to only 1 small raffle license per day.

Requires all drawing locations to be the same if a small raffle license is issued for more than 1 date.

Prohibits firearms as raffle prizes when the drawing location is a school (kindergarten through 12th grade, excluding home schools), with "firearm" defined by 1927 PA 372.

Exempts qualified organizations from licensing requirements for single-gathering raffles with no advance ticket sales and prizes valued at $100 or less.
