Restores good time credits for all prisoners regardless of offense date, replacing the previous tiered system that limited credits based on years of incarceration.

Establishes that prisoners receive good time credit equal to the number of days in each calendar month if they have not been found guilty of major misconduct in that month.

Prohibits earning good time during any month a prisoner is found guilty of major misconduct, with lost time limited to that specific month and permanently forfeited.

Requires the Department of Corrections to recalculate parole eligibility and discharge dates for eligible prisoners, with parole eligibility dates not recalculated before the prisoner has served one-half of the minimum sentence.

Repeals existing sections governing disciplinary credits, special good time allowances, and forfeiture procedures for prisoners convicted before April 1, 1987.
