Creates a House Select Committee on Ethics consisting of six members: three from the House Republican Caucus and three from the House Democratic Caucus, with co-chairs designated by the Speaker and House Minority Leader.

Grants the committee power to subpoena witnesses, administer oaths, examine books and records of any person or entity involved in matters before the committee, and engage state agency assistance as needed.

Authorizes the committee to investigate impropriety, unjust self-enrichment, gross misconduct, and suspected criminal activity by current and former House members, and to coordinate with law enforcement for transparency and public information purposes.

Requires the committee to act only on public complaints with proof offered subject to criminal penalties for false statements, open investigations by majority vote of each caucus' members, and conduct all deliberations publicly in compliance with the Open Meetings Act.

Directs the committee to report findings and recommendations to the House of Representatives.
