Recognizes that groundwater contamination has occurred at over 10,000 locations in Michigan and commits to multi-billion-dollar infrastructure investments protecting both groundwater and surface water sources.

Affirms Michigan's constitutional duty under Article IV, Section 52 to conserve water and natural resources and holds the state responsible for protecting the Great Lakes and groundwater under the public trust doctrine.

Commits to ensuring safe, clean, and affordable drinking water is available to all Michiganders while honoring the Anishinaabek's special relationship with Great Lakes water and their values of environmental stewardship.
