Prohibits former Michigan state legislators from engaging in lobbying activities worth the threshold to require registration as a lobbyist agent for 2 years after leaving office.

Creates a separate 3-year cooling-off period for former legislators who served as standing committee chairs, preventing them from engaging in lobbying activities at the registration threshold level.

Eliminates previous language limiting the restriction only to those who resigned mid-term, making the prohibition apply to all former members regardless of how they left office.

Establishes misdemeanor penalties of up to 90 days imprisonment or a fine of up to $1,000, or both, for violations of the lobbying restrictions.

Takes effect 90 days after enactment into law.
