Eliminates the statute of limitations for filing actions under the Natural Resources and Environmental Protection Act, allowing actions to be filed at any time instead of within previous time-limited windows.

Modifies Section 20138 to clarify lien provisions for environmental response costs, replacing "the state" with "this state" and updating language regarding lien recording procedures and notice requirements.

Removes the 6-year limitation for recovery of response activity costs initiated from physical construction activities and the 3-year limitation for subsequent actions after completion of response activities.

Repeals previous subsections (1) through (4) of Section 20140 that established specific time periods for filing actions for cost recovery, natural resources damages, and civil fines related to environmental remediation.

Maintains existing lien protections and exemptions, including protections for qualified pension plans, college education savings accounts, and up to $500,000 in nonbusiness property.
