Expands the Michigan National Guard tuition assistance program to allow eligible spouses and dependents of National Guard members to utilize the member's tuition assistance benefits, as determined by the adjutant general.

Allows the adjutant general to establish policies for how spouses and dependents may access tuition assistance while maintaining compliance with existing program requirements.

Applies tuition assistance to vocational or technical training, certificates, and first associate, bachelor's, and master's degrees.

Maintains the $10,000,000 cap on the Michigan National Guard tuition assistance fund, with excess balances reverting to the general fund.

Requires eligible persons to maintain a minimum 2.0 grade point average and complete their course of study, or reimburse the fund unless deployment prevented completion.
