Mandates that entrances and exits use overlapping flaps, sliding doors, or department-approved devices that remain closed except when allowing passage of people or vehicles.

Requires all storage areas to be kept free of accumulations exceeding 3 ounces per square foot or 3 inches in height.

Directs the department to issue compliance orders within 45 days with schedules requiring full compliance with enclosure requirements within 180 days of the law's effective date.
