Requires applicants for new or renewal air permits in areas with 35+ existing permits to submit and pay for a report on cumulative pollution levels and effects, including air dispersion modeling of criteria pollutants and toxic air contaminants, subject to department review and approval.

Mandates the Department of Environmental Quality hold at least one public meeting on the permit application and one on the proposed draft permit, with applicant participation required.

Prohibits permit issuance unless the department has considered cumulative pollution levels and effects, allowing denial or conditional approval based on that analysis.

Defines "cumulative pollution levels and effects" as both past and current environmental pollution from all origins in all media within the geographic area where air emissions will be deposited, and the effects on the environment and residents.

Defines "likely disparate impact area" as a zip code area where emissions occur under 35 or more permits under this part.
