SB 117 Summary

• Adds new procurement preference requiring Michigan businesses to have 7 days to match or beat the lowest bid from non-Michigan businesses on state contracts, effective October 1, 2021.

• Defines "Michigan business" as a business registered as a Michigan business under section 268 that has its principal place of business in Michigan, pays majority employee payroll to Michigan residents, employs majority Michigan residents, and manufactures goods entirely in Michigan.

• Allows the state to award the contract to a single matching Michigan business, or to the lowest Michigan bidder if multiple businesses match the non-Michigan bid.

• Requires the Department of Management and Budget to make all discretionary determinations and issue directives to state agencies to implement the Michigan business preference requirement.
