Allows club license fees to be prorated for the portion of the license period during which the club was prohibited from offering indoor service under a qualified order related to the COVID-19 epidemic.

Defines "qualified order" to include emergency orders under the public health code and states of disaster or emergency declared under the emergency management act in response to COVID-19.

Maintains existing license fee structures for all other license types, which continue to not be prorated for partial effective periods.

Adds definitions section clarifying that "completed application" means an application complete on its face with applicable fees and information required by law, rule, or local/federal entities.
