Amends the Traxler-McCauley-Law-Bowman bingo act to modify licensing requirements and fees for bingo and charitable gaming events in Michigan.

Establishes licensing fees for various gaming activities including large bingo ($150.00), small bingo ($55.00), special bingo ($25.00), large raffle ($50.00 per drawing date), small raffle ($15.00), annual charity game ($200.00), special charity game ($15.00 per day), and numeral game ($15.00 per day).

Permits the commissioner to waive certain qualified organization requirements under extreme hardship conditions for special bingo or raffle events if proceeds go to charitable purposes and participants are uncompensated.

Allows individuals or groups of individuals to obtain special bingo or raffle licenses under extreme hardship if all proceeds support charitable purposes and participants receive no compensation.

Waives the large bingo license fee for the 2021 licensing year for any applicant that held a large bingo license in the 2020 licensing year.
