Amends the definition of "established place of business" for class (a) and class (b) vehicle dealers to require posted operating hours of at least 30 hours per week for at least 48 weeks per year, with a minimum of 15 hours between 8 a.m. and 5 p.m. Monday through Friday

Allows dealers to reduce posted hours to fewer than 30 hours per week for up to 4 weeks per year with at least 7 days advance notice to the department, with waiver of the notification requirement available for good cause such as medical emergencies

Maintains existing requirements for dealers including a permanently enclosed building of at least 150 square feet for office space, minimum 1,300 square feet of display space for at least 10 vehicles, 650 square feet for customer parking, adequate lighting, exterior signage, and repair facilities on site or through servicing agreement within 10 miles

Establishes separate definition of "established place of business" for wholesalers requiring a permanently enclosed building for records maintenance but prohibiting vehicle display (except temporary storage of purchased vehicles)
