Removes references to May elections for intermediate school board members in MCL 380.702 and 380.703, changing terminology from "or, if the intermediate school district's regular school election is held in May, until July 1" to a uniform January 1 date for all appointed board member terms.

Simplifies language throughout by replacing "shall" with "must" in multiple sections governing intermediate school district annexations and disorganizations to align with modern statutory drafting conventions.

Changes "prior to" to "before" in MCL 380.702(1) relating to special education program adoption timelines in annexation procedures.

Alters subject-verb agreement in MCL 380.703(6) from "shall be" to "are" when describing how transferred territory is subject to taxes of the receiving intermediate school district.

Bill is contingent on passage of Senate Bill No. 130 of the 101st Legislature to take effect.
