Creates a voluntary registry maintained by the department for individuals who want notification before lawn or ornamental pesticide applications (excluding general-use ready-to-use pesticides) on or adjacent to their property during declared public health emergencies.

Requires notification be provided at least 48 hours before pesticide application through the contact method specified in the registry, stating that pesticide will be applied on or adjacent to properties listed in the registry.

Registry must contain a list of properties adjacent to the individual's primary residence where notification is desired.

Individuals must apply annually to the registry using a department-prescribed form, providing detailed and accurate property information and preferred contact method.
