Limits direct sales to manufacturers producing no more than 31,000 gallons of mixed spirit drink per year total across all brands and labels, excluding on-premises consumer sales.

Mandates compliance with state and federal law regarding employee qualifications, vehicles, pricing, labeling, registration, and tax obligations for all direct retail sales.
