• Allows individuals to transport or possess a loaded firearm in any vehicle, including ATVs and UTVs, on private land if they are the owner, lessee (for at least 1 year), or have permission from either.

• Adds definitions for "ATV" (3+ wheels, 50cc-1,000cc engine, designed for off-road use) and "UTV" (4+ wheels, side-by-side seating, 50cc-1,000cc engine, designed for off-road use).

• Maintains existing restrictions on firearm transportation in vehicles on public land, including requirement that firearms be unloaded and enclosed in a case or carried in trunk.

• Preserves existing exceptions for disabled persons on game bird hunting preserves and individuals with valid standing vehicle hunting permits on personal assistive mobility devices.

• Retains 150-yard restriction on hunting with firearms near occupied buildings and farm structures without written permission from property owner or occupant.
