Requires distributors and manufacturers to file annual reports by March 1 with the Department of Treasury detailing total deposits collected and refunds made on beverage containers during the preceding calendar year.

Establishes "underredeemer" and "overredeemer" definitions based on whether collected deposits exceed or fall short of refunds made on redeemed containers in a given period.

Beginning January 1, 2023, creates a process for overredeemers to request quarterly refunds from the state within 30 days of quarter-end, with state payment within 30 days of receiving the request.

Creates two revolving funds in the Department of Treasury: the Bottle Deposit Fund (funded by payments from underredeemers) and the Bottle Bill Enforcement Fund (receiving first $1 million annually for state police enforcement).

Directs remaining deposits after enforcement funding to be split 75% to the cleanup and redevelopment trust fund and 25% to dealers based on empty containers handled.
