Adds "rural emergency hospital" and "rural emergency hospital services" to definitions in the Public Health Code, with rural emergency hospitals allowed to temporarily delicense 100% of licensed beds for up to 5 years (compared to 50% for other hospitals).

Requires hospitals applying for rural emergency hospital designation to notify the Department of Health and Human Services of the application.

Modifies temporary bed delicensure provisions to reference 2020 federal census data instead of 2010 data when determining if a city qualifies as a "distressed area."

Establishes that the Department of Licensing and Regulatory Affairs must count temporarily delicensed beds in bed inventory for hospital bed need determinations under Part 222.

Requires the department to annually adjust the $2,500,000 certificate of need threshold by the Consumer Price Index percentage change, calculated by the state treasurer using July-June data.
