Requires psychiatric hospitals and psychiatric units to accept public patients and maintain at least 50% of available beds for public patients as a condition of licensure.

Mandates psychiatric hospitals and psychiatric units submit annual reports to the department starting June 1, 2021, including data on patient days for public patients, total available beds, and total patient days of care.

Authorizes the department to use annual report data or investigations to verify compliance with the 50% public bed requirement.

Updates statutory language from "shall" to "must" and makes minor technical amendments to Section 137 regarding psychiatric hospital licensing procedures.

Takes effect only if Senate Bill No. 181 of the 101st Legislature is enacted into law.
