Expands the definition of "mental health professional" to include physician assistants, certified nurse practitioners, and clinical nurse specialists-certified, in addition to existing categories of physicians, psychologists, nurses, social workers, counselors, and marriage and family therapists.

Authorizes physician assistants, certified nurse practitioners, and clinical nurse specialists-certified to conduct physical examinations, substance use disorder assessments, and issue clinical certificates for mental health treatment determinations that were previously limited to physicians and licensed psychologists.

Permits these expanded healthcare professionals to examine individuals for involuntary treatment petitions, emergency evaluations, and hospitalization determinations across multiple sections of the Mental Health Code.

Applies these expanded practitioner qualifications to restraint and seclusion authorization procedures in hospitals and care facilities, allowing physician assistants, certified nurse practitioners, and clinical nurse specialists-certified to order and authorize these interventions.

Takes effect 90 days after enactment.
