Adds medical exemption allowing individuals with physician-verified physical or medical reasons to forgo wearing a crash helmet while operating an ORV.

Clarifies existing helmet requirement exceptions by reorganizing subsection (2) and adding new subsection (c) for physician-verified medical conditions.

Makes minor technical corrections to language throughout section 81133, including changing "without displaying" to "except with" for headlight/taillight requirements and clarifying property owner liability language.

Modifies restrictions on hunting-related ORV use during firearm deer season by changing "and" to "or" when referencing timber survey and communication line patrol work.

Eliminates requirement that ORV operators wear helmets on state-licensed game bird hunting preserves operating at speeds not exceeding 10 miles per hour (existing exemption retained).
