Increases maximum annual debt or expense repayment from existing amount to $40,000 per year for designated health professionals in the essential health provider repayment program.

Increases lifetime maximum debt or expense repayment to $300,000, paid over a period of 10 years or more (previously had different limits).

Expands eligible professionals to include mental health professional program graduates, in addition to existing medical, dental, nursing, and physician's assistant school graduates.

Requires designated professionals to engage in full-time practice in health resource shortage areas for a period equal to the repayment years or 2 years, whichever is greater, under written contract with the department.

Effective date is contingent upon Senate Bill No. 435 of the 101st Legislature being enacted into law.
