Prohibits the state health director and local health officers from issuing emergency orders that restrict family members from attending qualified sporting events together, dining together at food service establishments, or gathering in private residences.

Prevents emergency orders from prohibiting individuals from traveling between properties they own, attending high school graduation ceremonies, or purchasing goods in stores.

Defines "family member" as spouse, parent, aunt, uncle, grandparent, child, cousin, or sibling, and "qualified sporting event" as interscholastic, collegiate, or locally recognized athletic competitions.

Requires the department of agriculture and rural development to cooperate with the state health director in responding to epidemics involving avian influenza or animal-spread diseases.

Changes the involuntary detention and treatment authority reference from sections 5201-5238 to sections 5201-5210 in local health department procedures.
