Amends the definition of "newspaper" for purposes of publishing legal notices to require a print publication in English with either a bona fide subscriber list or at least 2 years of continuous weekly publication in the same community.

Requires newspapers publishing notices to provide online access within 72 hours on their website without paywalls, maintain notices for the full required publication period, and keep notices permanently searchable as an archive.

Mandates newspapers place notices on a state newspaper association's central online repository that enables searching by notice criteria, maintains permanent records, and provides text or email alert notifications to the public.

Allows newspapers to avoid losing eligibility for publication interruptions caused by acts of God, labor disputes, COVID-19 pandemic (from March 10, 2020 through end of declared emergency), or military service of the publisher (up to 2 years with resumption within 6 months).

Prohibits publications controlled by the person requesting notice publication from serving as qualified newspapers for that notice, and requires newspapers maintain permanent printed copies of editions containing notices for verification purposes.
