Prohibits public water supplies from shutting off water service to occupied residences due to nonpayment of bills.

Requires public water supplies to immediately restore water service to occupied residences where shutoffs have occurred, except where reconnection poses a public health risk from improper cross connections.

Mandates public water supplies that performed shutoffs for nonpayment in the year before the act's effective date to submit supplemental reports every 30 days to the State of Michigan Emergency Operations Center detailing efforts to identify and reconnect disconnected residences and certifying compliance with restoration requirements.

Clarifies the act does not eliminate residents' obligation to pay for water service or prevent utilities from charging customers.

Repeals the act effective June 30, 2021.
