Requires absent voter ballot drop boxes to be approved by both the Michigan Secretary of State and the county board of canvassers before use in any city or township.

Drop boxes installed before January 1, 2022 must receive required approvals by June 1, 2022, or cannot be used in elections after that date.

Mandates video surveillance of all drop box locations beginning June 1, 2022, with continuous recording at 1080p resolution or motion-detection recording at minimum 1 frame per minute, with footage retained for at least 30 days after election certification.

Requires drop boxes to display warning text in 60-point font stating the area is under surveillance and identifying ballot return restrictions and felony penalties under Michigan law.

Bill only takes effect if Senate Bill No. 278 is also enacted into law.
