Requires all absent voter ballot drop boxes in cities and townships to comply with security requirements by June 1, 2022.

Drop boxes must be clearly labeled, securely locked to prevent ballot removal, and secured to prevent removal of the box itself if in unstaffed areas.

Outdoor drop boxes must be bolted to the ground or stationary object, equipped with single slot for ballot entry, located in public well-lit areas, and any vandalism or suspicious activity must be reported to local law enforcement.

Only city or township clerks, deputy clerks, or sworn staff authorized to collect ballots; collected ballots must be immediately returned to clerk's office or counting board (unless collecting from multiple boxes) and transported in approved ballot containers.

Clerks must document each ballot collection from drop boxes (except those at clerk's office) for at least 22 months, including date, collector name, and drop box location.
