Allows political parties and citizen organizations to designate up to 1 challenger per absent voter counting board, instead of the previous limit of 1 challenger total for all counting boards.

Permits additional challengers at large absent voter counting boards: 2 challengers for the first 2,999 ballots assigned, plus 1 additional challenger for every 2,999 ballots thereafter, subject to a limit of 1 challenger per 3 election inspectors.

Allows replacement of challengers at absent voter counting boards that continue working after polls close on election day, provided replacements meet eligibility requirements.

Clarifies that absent voter counting board agreements can establish multiple boards (not just one) under combined city/township or county arrangements.

Makes various grammatical updates to election law language throughout the sections.
