Maintains existing requirements for voter registration applications, including attestations under penalty of perjury regarding age, citizenship, and residency.

Prohibits any additions, deletions, or changes to the qualified voter file during the 7-day period before an election through the day of the election.

Preserves the inactive voter file system where electors who fail to vote for 6 consecutive years or do not respond to residency confirmation notices are placed on the inactive list while remaining eligible to vote.

Requires absent voter ballots cast by electors on the inactive voter file due to residency confirmation notices to be marked as challenged ballots.
