Requires manufacturers and distributors of absent voter ballot secrecy envelope containers to submit containers to the Secretary of State for approval before selling to cities or townships; approved containers must be made of tamper-resistant materials and be capable of being sealed.

Removes the December 31, 2020 expiration date from ballot container requirements, making them permanent provisions.

Authorizes cities and townships with populations of at least 25,000 to conduct absent voter ballot pre-processing activities (opening envelopes and removing ballot secrecy envelopes) between 10 a.m. and 8 p.m. on the day before election day, with at least one election inspector from each major political party present.

Requires the Secretary of State to provide written reports to the House and Senate election committees not later than March 1 of every 2 years (previously March 1, 2021 only) containing data on cities and townships that performed pre-processing, including voter statistics and ballot handling information.

Requires election inspectors to verify seal numbers, record the number of envelopes opened and challenged ballots, and ensure pre-processed ballots are stored in approved containers until election day.
