Requires the Secretary of State to provide reports to the legislature on all election-related contracts: by July 1 of odd-numbered years and by March 1 and July 1 of even-numbered years.

Prohibits the state, its departments and agencies, counties, cities, villages, and townships from accepting gifts of money or other consideration from individuals or entities for election-related activities or equipment.

Defines "election related activity" to include voter registration, voter eligibility review, mailing election materials, sharing voter information, election advertisements, and recruiting precinct election inspectors.

Defines "election related equipment" to include tabulators, communication devices, signs, tents, voting facilities, and absent voter ballot drop boxes.
