Requires outdoor ballot drop boxes to be securely bolted to the ground, equipped with a single slot for ballot envelopes, monitored by video, located in well-lit public areas, and immediately reported to law enforcement if vandalized.

Prohibits electors from using ballot drop boxes after 5 p.m. on the day before election day through election day; requires clerks to ensure drop boxes automatically lock or are manually locked at 5 p.m. on the day before election day.

Limits ballot drop box collection to city or township clerks, deputy clerks, or sworn staff members only.

Adds language to absent voter instructions clarifying that secure drop box delivery is only permitted "until 5 p.m. on the day before election day."
