Requires federal election-related funds received by the state or state agencies to be appropriated through a budget act before expenditure.

Mandates that federal election funds subject to federal conditions must be returned to the federal government if not appropriated within 90 days of receipt.

Maintains existing restriction that appropriations from restricted revenues cannot exceed the amount appropriated in the budget act or the amount paid in plus carryforward balances, whichever is less.
