Requires voters to provide a driver's license number, state ID number, last 4 digits of Social Security number, or identification for election purposes when applying for absent voter ballots, or receive a provisional ballot requiring verification.

Prohibits state officials and election officials from sending absent voter ballot applications to electors unless the elector first requests one, and prohibits sending absent voter ballots unless the elector submits an application first.

Expands the qualified voter file to include signature comparisons and requires election officials to compare signatures on absent voter ballot applications to the digitized signature in the qualified voter file for identification verification.

Adds new requirements for provisional ballot processing, allowing provisional ballots to be counted only after an elector establishes identity and residence using identification documents and additional supporting documentation within 6 days after election.

Prohibits elections from being funded with private funds, in-kind contributions, or other non-public consideration, and establishes that only state officials and authorized election officials can direct election administration.
