SB 304 Summary

• Amends MCL 168.523a to modify provisional ballot procedures for individuals not listed on voter registration rolls on election day

• Requires election inspectors to issue provisional ballots to unregistered voters who cannot present a receipt verifying their registration application was accepted, contingent upon verification of their eligibility within 6 days after the election

• Mandates that voters issued provisional ballots under subsection (5) receive written notice explaining the 6-day verification deadline, acceptable documents for establishing current residence address, and availability of free state identification cards

• Allows voters without identification to present birth certificates or Social Security cards along with current utility bills, bank statements, paychecks, or government documents to verify voter registration and have provisional ballots tabulated

• Requires jurisdictions to provide free voter access systems (telephone, internet, or mail) to determine whether provisional ballots were tabulated; this act takes effect only if Senate Bill 303 is enacted
