Requires the Secretary of State to establish and mandate signature verification training for all county, city, and township clerks that complies with rules for an objective signature verification process.

Directs the Secretary of State to promulgate rules establishing an objective signature verification process focused solely on whether submitted signatures sufficiently match signatures in the qualified voter file for absent voter ballot applications and return envelopes.

Prohibits the objective signature verification process from including presumptions of validity, instructions to accept signatures with any redeeming qualities, or consideration of hypothetical or circumstantial factors without factual support or voter contact.

Requires the Secretary of State to consult with handwriting experts when developing the objective signature verification process rules.

Changes statutory language from "shall" to "must" in sections regarding county clerk reporting requirements and election day dispute resolution team operations.
