Allows eligible members of uniformed services on active duty or merchant marine personnel absent from the United States to electronically return voted ballots starting January 1, 2024, subject to rules promulgated by the Secretary of State.

Requires eligible members to use a United States Department of Defense verified electronic signature for identity verification when electronically returning ballots; members unable or unwilling to provide this signature are ineligible for electronic return.

Authorizes the Secretary of State to develop and maintain a secure web portal to facilitate electronic ballot return, with access limited to the Secretary of State, authorized agents, city/township clerks, deputy clerks, and sworn staff members.

Requires the Secretary of State to promulgate administrative rules by January 1, 2024, establishing policies and procedures for electronic ballot return, with implementation required no later than the 2024 statewide presidential primary election.

Takes immediate effect but is contingent upon the enactment of Senate Bill No. 8 of the 101st Legislature.
