Requires each city or township clerk to maintain a permanent absent voter list for registered electors who wish to receive absent voter ballot applications for all elections.

Allows county, city, or township clerks to mail notices to registered electors informing them they may request to be placed on the permanent absent voter list.

Requires voter registration applications and absent voter ballot applications to include a space for electors to mark whether they wish to be listed on the permanent absent voter list.

Permits qualified electors to request placement on the permanent absent voter list in person, by telephone, facsimile, email, or first-class mail, and to request removal at any time.

Authorizes city or township clerks to remove electors from the permanent absent voter list in January if they have not requested an absent voter ballot in any election during the previous 4 consecutive years; automatically transfers an elector's list status when they change residence to their new city or township.
