Increases the maximum aggregate amount that can be deposited into the strategic water quality initiatives fund from $710,000,000 to $1,000,000,000.

Removes the requirement to deposit money into the state water pollution control revolving fund, consolidating transfers into the strategic water quality initiatives fund only.

Clarifies that bonds directly deposited into the strategic water quality initiatives fund must be counted toward the aggregate transfer limits specified in the statute.

Updates statutory language by replacing "assure" with "ensure" and "shall" with "must" for consistency in the auditor general audit requirements.

Takes effect only if Senate Bill No. 319 of the 101st Legislature is enacted into law (tie-bar provision).
