Requires manufacturers and distributors of absent voter ballot secrecy envelope containers to submit them to the Secretary of State for approval before sale to municipalities, with containers needing to be made of tamper-resistant material and be sealable.

Authorizes cities and townships with populations of at least 25,000 to conduct absent voter ballot pre-processing activities (opening envelopes and removing ballot secrecy envelopes) between 10 a.m. and 8 p.m. on the day before election day, with 20+ days' notice to the Secretary of State and bipartisan election inspectors present.

Requires counties to examine absent voter ballot secrecy envelope containers not later than 40 days before each August primary election in even-numbered years and designate whether containers meet state requirements.

Mandates city and township clerks use only approved absent voter ballot secrecy envelope containers or other approved ballot containers, with violations being a misdemeanor.

Requires the Secretary of State to report to the legislature by March 1 every two years on municipalities conducting pre-processing activities, including data on registered voters, absentee voting rates, ballot handling procedures, and verification that envelope counts match across processing stages.
