Establishes the "Public Entity Asbestos Removal Verification Act" requiring public entities to conduct background investigations of asbestos abatement contractors before awarding contracts.

Mandates minimum background investigation standards including consultation of the Michigan Department of Environment, Great Lakes, and Energy webpage for environmental violations and the federal Occupational Safety and Health Administration webpage for asbestos regulation violations.

Prohibits public entities from contracting with asbestos abatement contractors that have received 5 or more environmental violation notices or been subject to administrative consent orders or consent judgments within the prior 5 years, unless the public entity investigates each violation and makes a written determination of improved compliance.

Requires asbestos abatement contractors to undergo the same background investigation by the public entity before subcontracting with another asbestos abatement contractor.

Mandates public entities conduct a public hearing with at least 30 days' notice before entering into contracts with contractors having 5 or more prior environmental violations.
