Establishes the "Public Entity Asbestos Removal Disclosure Act" requiring public entities to prohibit contracts with asbestos abatement contractors that have criminal convictions related to environmental law compliance.

Requires asbestos abatement contractors bidding on public entity contracts to file an affidavit disclosing any criminal convictions related to environmental laws, violation notices, administrative orders, or consent judgments from the preceding 5 years.

Applies to public entities including the state, school districts, community colleges, cities, villages, townships, counties, and other public authorities.

Defines asbestos abatement contractor as a licensed business entity under the 1986 Asbestos Abatement Contractors Licensing Act that performs asbestos removal, renovation, or encapsulation work.

Requires subcontractors hired by asbestos abatement contractors to also file the same environmental compliance affidavit before entering into a contract.
