Establishes a program to implement the National Emission Standards for Hazardous Air Pollutants program for asbestos under 40 CFR part 61, subpart M.

Requires the department to inspect a percentage of asbestos renovations and demolitions each year: 15% for 2022-2023, 20% for 2024-2025, and 25% for 2026 and thereafter.

Imposes a $100 notification fee on owners or operators submitting asbestos removal or demolition notifications, plus a $10 modification fee for each notification change; public entities may pass fees to asbestos abatement contractors unless prohibited by existing contracts.

Creates an asbestos inspection fund within the state treasury to receive and manage fee revenue, with the state treasurer directing investments and the department administering the fund for conducting inspections and related activities.

Takes effect 90 days after enactment.
