Waives all food service establishment license fees for applications valid during the May 1, 2021 to April 30, 2022 licensing year, including state and local fees, and requires refunds of any fees already collected during this period.

Waives water bottler and water dispensing machine owner registration fees and late fees for registrations valid during the May 1, 2021 to April 30, 2022 registration year, with mandatory refunds of previously collected fees.

Makes technical corrections to the Food Law statute, including changing "upon" to "on," replacing "shall" with "must," and clarifying references to the Internal Revenue Code of 1986.

Preserves existing exemptions for nonprofit organizations with 501(c)(3) tax-exempt status and veterans with fee waivers while adding provisions for the temporary 2021-2022 fee waiver period.

Enactment is conditional upon Senate Bill No. 354 of the 101st Legislature being enacted into law.
