Adds June 18 and 19 to the list of days when local governments cannot restrict fireworks use after 11 a.m., permitting use until 11:45 p.m. on those dates (in recognition of Juneteenth).

Makes technical grammatical corrections to Section 7 of the Michigan Fireworks Safety Act by changing "pertaining" to "that pertains" and "regulating" to "that regulates."

Preserves existing provisions allowing local units of government to regulate ignition, discharge, and use of consumer fireworks on all other dates, including hours restrictions.

Maintains existing civil penalty structure of $1,000 per violation with $500 remitted to local law enforcement for ordinance violations.

Bill is contingent on enactment of Senate Bill No. 74 of the 101st Legislature.
