Extends reading credit requirements for teacher certification advancement to professional certification from July 1, 2009 through June 30, 2026, requiring completion of at least a 3-credit course in diagnosis and remediation of reading disabilities and differentiated instruction.

Establishes new professional learning requirements beginning July 1, 2026 for teacher certification advancement that must cover dyslexia characteristics, evidence-based instructional methods grounded in science of reading, structured language and literacy approaches, and multi-tiered systems of support (MTSS).

Adds definitions for "evidence-based," "science of reading," "structured language and literacy," and "multi-tiered system of support (MTSS)" by reference to section 1280i.

Requires the superintendent of public instruction to revise reading standards to recognize dyslexia and other reading disorders, enabling teachers to make referrals for pupil instruction and support.

Updates elementary certification examination requirements to include demonstration of knowledge of evidence-based instruction grounded in science of reading and principles of structured language and literacy.

Makes conditional enactment contingent on passage of Senate Bills 380, 381, and 383 in the 101st Legislature.
