Allows the state health director and local health officers to issue emergency orders prohibiting or limiting patient visitation in qualified health care facilities for up to 30 days after declaring epidemic control necessary, effective June 1, 2023.

After the initial 30-day period, emergency orders must permit patient representatives to visit patients or residents with cognitive impairment in qualified health care facilities, with limited exceptions.

Permits reasonable safety measures during visitation including prescreening, testing, visit duration limits, restricting visitor numbers, and requiring visit scheduling.

Allows establishment of visitation procedures if the director or local health officer determines it is vital to maintain safe health care infrastructure, with required consultation with qualified health care facilities.

Defines "qualified health care facility" to include health facilities, assisted living facilities, and physician's private practice offices; defines "patient representative" to include family members, patient advocates, and attorneys-in-fact.
