Amends Michigan's vehicle registration and titling law (1949 PA 300) to modify how the Secretary of State manages bulk sales of driver and motor vehicle records

Establishes a price cap of $25.00 per 1,000 records for bulk sales of driver and motor vehicle records, effective after January 1, 2023

Directs proceeds from bulk record sales to be credited to the transportation administration collection fund until October 1, 2023

Prohibits the Secretary of State from selling lists of information for surveys, marketing, or solicitations, and restricts use of personal information to purposes permitted under the law

Requires authorized recipients of personal information who resell or redisclose it to maintain records for 5 years identifying each recipient and permitted purpose, with authority for the Secretary of State to inspect such records
