Establishes the "Complex Needs Patient Act" to ensure Medicaid coverage and access to complex rehabilitation technology for individuals with complex medical needs.

Requires the Department of Health and Human Services to establish focused policies and rules for complex rehabilitation technology, including designation of specific HCPCS billing codes and supplier standards limiting provision to qualified complex rehabilitation technology suppliers.

Mandates that complex needs patients receiving manual wheelchairs, power wheelchairs, or seating components be evaluated by both a qualified health care professional and a qualified complex rehabilitation technology professional.

Directs the department to maintain adequate payment policies and rates for complex rehabilitation technology that account for necessary resources, infrastructure, and staffing to serve complex needs patients.

Exempts complex rehabilitation technology billing codes from bidding, selective contracting, or similar initiatives, and requires managed care Medicaid plans to adopt the act's regulations and policies in supplier contracts.
